The campus of Washington State University (including campus architecture, sporting events, campus activities, and administrators) is extensively documented, as is the city of Pullman and the surrounding Palouse communities. The collection records the changes on the campus of WSU and in rural communities between the 1920s and the 1950s. Agricultural photographs trace the shift from the use of horses in harvesting to modern combines. New technologies are also represented: the arrival of the first model T, the introduction of electric washers and dryers. Gravity Project Area, Pumping Project Area, and Boundary of watershed above Albany Falls all marked by differentiated shading Before the arrival to Washington State of the first irrigation projects handled by the U.S. Reclamation Service, the Northern Pacific Railroad and other railway companies funded private irrigation projects in the Columbia River Basin. Their efforts stemmed from a desire to see the entire state in top production and farming communities everywhere in need of railroad shipping services. The project was much too large for one railroad company or town, or other private investor to take handle. By 1919, a number of government agencies (both state and federal) reviewed irrigation plans for the area. Among the top three were the "Gravity Plan", pushed by the city of Spokane and the Washington Water Power Company, the "Pumping Plan" proposed by Billy Clapp of Ephrata and supported by the surveys of Mr. James O'Sullivan, and the "Wenatchee Lake Plan", originating with Wenatchee Valley booster, Mr. Rufus Woods and taken on by the Quincy Valley Water Users Association. The Wenatchee Lake Plan proposed a gravity canal built from Wenatchee Lake in the mountains down to the floor of the Quincy Valley and would only water 400,000 acres. The Pumping Plan involved the erection of a dam at Grand Coulee, giving water to an estimated 1,400,000 acres in the Big Bend country to its south. This map shows both the Gravity Plan and the Pumping Plan. Throughout the 1920s, a number of survey reports weighing the feasibility of both plans were given, and approved the gravity plan over the pumping plan. However, the Corps of Engineers' "308 Report" compiled by Major John S. Butler, was the first to approve of the Grand Coulee (pumping plan) venture. When used as evidence in the House of Representative's hearing by the Committee on Irrigation and Reclamation, the tide had changed and the pumping plan was approved over the gravity plan. With this approval, in 1933 President Roosevelt signed for appropriation of funds made possible by the National Industrial Recovery Act and construction on the Grand Coulee Dam began soon after. Title A name given to the resource William Delbert Barkhuff Image Collection Description An account of the resource The database includes 281 images, mostly photographs, taken by William Delbert Barkhuff during the 1890s. W. D. Barkhuff enrolled at Washington State University on the opening day in 1892 and was the first editor of the college paper, then called the College Record. He would normally have graduated with the first class, but he stayed out of school one year to earn money, and subsequently graduated with the Class of 1898. Mr. Barkhuff was born at Fayette, Iowa, June 10, 1873, and came west with his parents in 1875. They located at what was then Leitchville (since abandoned) seven miles west of Colton, Washington. After he graduated, he was an engineer with the Northern Pacific Railroad in establishing what was known as the Auburn Cut-off that made Seattle rather than Tacoma its terminus. Later he was City Engineer for Everett; construction engineer with the Union Pacific and the Spokane International for which he was in charge of constructing some 30 miles of railroad outside of Dawson City, Alaska; district engineer in Seattle; Superintendent of Streets and Sewers for Seattle; and finally (about 1921) City Engineer for Seattle under three different mayors. In 1930 he was killed in an automobile accident while on his way to Camano Island. Hutchison was raised on a farm near Endicott, Washington. As a professional photographer, he later operated studios in: Endicott, LaCrosse, Pullman, and Moscow Idaho. In the course of his work as the photographer for the WSU yearbook, the Chinook, he attended many campus events such as dances, parties, fraternity and sorority dances, banquets, and teas. Title A name given to the resource William Delbert Barkhuff Image Collection Description An account of the resource The database includes 281 images, mostly photographs, taken by William Delbert Barkhuff during the 1890s. W. D. Barkhuff enrolled at Washington State University on the opening day in 1892 and was the first editor of the college paper, then called the College Record. He would normally have graduated with the first class, but he stayed out of school one year to earn money, and subsequently graduated with the Class of 1898. Mr. Barkhuff was born at Fayette, Iowa, June 10, 1873, and came west with his parents in 1875. They located at what was then Leitchville (since abandoned) seven miles west of Colton, Washington. After he graduated, he was an engineer with the Northern Pacific Railroad in establishing what was known as the Auburn Cut-off that made Seattle rather than Tacoma its terminus. Later he was City Engineer for Everett; construction engineer with the Union Pacific and the Spokane International for which he was in charge of constructing some 30 miles of railroad outside of Dawson City, Alaska; district engineer in Seattle; Superintendent of Streets and Sewers for Seattle; and finally (about 1921) City Engineer for Seattle under three different mayors. In 1930 he was killed in an automobile accident while on his way to Camano Island.
