The U.S had long employed civilian civil engineers for mapping and project-oriented purposes as part of a military Corps, similar to the Corps of Engineers, but it was decided that it would be less expensive to organize its own department under strict military control. The Corps provided mapping on all levels: general exploratory, military, surveying for potential railroad routes, and surveying for individual projects such as river improvements for flood control.
